... is putting the Department of Parking and Traffic office in a district with 1-hour metered parking, when no one gets out of DPT within an hour.
I was already the seventh person in line when I showed up at 7:45am. By the time they opened the doors at 8am, there were two dozen people waiting, but only one counter was open. Everything from booted vehicles to hearing requests to residential parking permits (my reason for going) was handled by this same person. In the first 20 minutes of operation, she processed a grand total of one person in line.
To spit in my face some more, by the time I got to the counter I was told that I had an outstanding parking violation—which I paid A MONTH AGO but am reportedly collecting additional penalties on. I've now spent the first two and a half hours of my day just dealing with the DPT. I hate them so much. I really do.
As a point of comparison, I was at the DMV yesterday and was done without incident in less than 10 minutes. Chew on this for a moment: the SF DPT is exponentially less efficient than the California DMV.

UPDATE!!!!! Just got a return call from the DPT: The citation has been dismissed altogether, and my check is being returned! O frabjous day!

the strange thing is, we all walked around the metal detector, and the security guard didn't object in the least.
